Cross-EIN Rehire Matching

Keep rehire matching inside the right legal entity so I-9 records stay filed under the correct employer.

Rehire matching ignored which legal entity an employment belonged to. A worker who left one brand and was hired at another was still linked as a rehire, and because the I-9 record follows the person, the new employment inherited an I-9 profile pinned to the previous entity.


What's new

  • Multi EIN policy setting — A new Multi EIN policy section on the Workers matching and rehire settings page. Enabling it requires workers to share the same EIN to match or rehire, or the same legal domain if I-9 Center is active.

  • The boundary is the legal domain, not the EIN alone — Where WorkBright credentials are configured, two employments match when both map to the same credential. Several EINs can share one credential, and workers under those EINs can still be matched, because the I-9 and E-Verify case can legitimately be reused.

  • Fallback to the default credential — An EIN with no credential of its own, and a worker with no EIN set, both fall back to the default credential, so they can match workers filed there.

  • Rejected matches stay separate — When two workers fall under different credentials, no link is created, the profile is not flagged as a rehire, and the worker keeps a standalone record.

  • Evaluated by your rehire check automation — Like the other settings on that page, the policy takes effect when your rehire check automation runs, alongside your existing matching attributes and rehire flagging.


Why it matters

For customers running multiple EINs, filing an I-9 and E-Verify case under the wrong legal employer is a compliance problem rather than a data-quality annoyance. Matching on the legal domain rather than the raw EIN keeps those records where they belong, while still allowing the rehires that are legitimate within a single credential.


What to expect

The setting is off by default, so multi-EIN customers continue to match across EINs until an admin enables it. Once a rehire is linked, the I-9 is never simply carried over: either the previous submission is reset and the worker is asked for a fresh form, with the old form and audit trail preserved, or an admin uses Supplement B on the existing submission. Supplement B applies to a single worker, so bulk rehire always means a reset and a new form.
