New refinements and a week of squashing bugs!

Selecting stages for Data Validation just got upgraded! Now with the workflow modal you will be selecting the stage within the Workflow not the Opening.
Seamlessly unlock pay ranges via API. You can now update the pay range via API (get, create, and update)!
Bugs:
Fixed: Inaccurate applicant counts in rare scenarios on the applicant table are now a thing of the past.
Fixed: I-9 signature dates were showing UTC time, this has been resolved to now show the applicant’s time zone based on their device.
Fixed: Before, there was no error message when cloning a workflow fails. Now, we have a helpful error message that pops up for clarity.
